We DO have rules for expediting citizenship. Bush put them into place after the Pentagon requested it, following 9-11. To use as a 'reward' for those who fought in the WOT for the US while not citizens.
You just have to jump through all the right hoops, in all the right order, just like anything else military in nature.
The entire problem here seems to be in the fact he's asking the Feds to do this. He should have contacted the legal office on the base nearest him. Don't blame the the 'government' without naming WHO in the government is the problem. The DOD seems to be in the clear on this one...
