What I want to know is how much Homeland Security money (or other funding) New Orleans received for disaster planning and first response capabilities and what they spent that funding on?

BECAUSE THEY HAD NO PLANS.
BECAUSE THEY HAD NO RESPONSE.

I can just imagine what they would have done in the event of a terrorist attack at the Superdome if this is how they handle a Cat4-5 Hurricane.

Anyone have a clue?
