Actually, it's that 3 equals about 180; only the quantity of RDX is in question, the quantity of HMX isn't, and that accounts for about half of it, the article said.
But what's even better in that article is that the IEAE weapons inspectors did note that their seals probably wouldn't do anything to keep people with screwdrivers from removing the chemicals:

I think that we need to give the IAEA basic credit for competence, though how much honesty we need credit them with I don't know. But even they said (see the second article Dean linked) that the seals could have easily been circumvented through the vents.
I've reached the point of skepticism with any UN agency. Basic competence has to be proved first before I will grant it. Not placing seals on vents large enough to pass through? Sounds like we have another winner there. Dishonest - well, that would be the point, I think. Who else would be the guys to bribe but the inspectors? I wonder what their bank balances look like?
