No it doesn't. You're just brainwashed to think it does. In reality, the USA is just a chaotic anarchy, like on Mad Max. Ever notice people are always stealing your gasoline?
I dare say, it works better than your linking system. What is it that we are supposed to be discussing here, and how to we find it, considering you left out the link?
Well it's quite literally self-evident. I had a friend say to me once, "Capitalism just doesn't work."
I responded, "What the hell are you talking about? Capitalism works fine. Maybe you don't like its means or its ends, but it does exactly what it's supposed to do."
Um, it IS a rough draft. It's one of the most dazzlingly brilliant pieces of text in the history of political science, and I love it dearly, but it's not perfect. I expect current and future generations to cherish it, but James Madison was not the last word in political theory. New wisdom will be discovered, and that includes potential improvements to our system of government.
Remember, slavery was permitted under the original Constitution. The 13th Amendment was an edit to the original that enhanced the whole. Perhaps future generations will determine that a current practice is unjust, and refine the document again. Yes, this should be done rarely, and never lightly, but "never lightly" is not the same thing as "never."
Last I looked, there were 27 amendments to the Constitution. Does that mean that the people who voted to repeal slavery, repeal prohibition, or give the vote to women thought that the document was "a rough draft?"
The Constitution clearly spells out a process by which it may be amended. This is entirely in keeping with respecting it.
Oh, and by the way? Bill Clinton backed a Constitutional amendment to restore prayer to the public schools. Oooh, that right-wing bastard.

The Constitution is an open-source operating system.
Discuss.
Holy shit!
I'm totally laughing, Ara!
Crap! I can barely breathe!
Cute.
Anyway, personally I think it is too early to say whether the "American system of government" works or not. It's barely into its third century.
Ara:
Yes, and under federalism you have a wide choice of distros.
Well, Ara, it was designed to secure the blessings of Linux to ourselves and our posterity.
As far as what Dean said goes: yes. I love living abroad, but I'm grateful multiple times daily that I'm an American citizen.
Too bad Bush doesnt think our system works. I loved the line that he thinks the Constitution is a rough draft.
Mark,

[Sniff]. I love you man.
The problem with Ameica is not in it's governance but in it's society...... wow that's some generalisation, but you can catch my drift i hope.
...Of course, you know what can happen when a hacker gains root privileges to the Constitution:
