Of course, America _had_ a working democracy by the end of the Revolution; indeed had one just over a year after the declaration. On 15 November 1777, the Articles of confederation were signed...

Even before that, each state had a constitution; even had we separated into 13 autonomous nations (as apparently many southerners thought was the case until 1865!), there still would have been democracy...

Well, to be honest, I fudged it a little bit. The spoof headline asks where the Constitution is, not where the democracy is. But that would have given away the gag prematurely, I thought.
